At least !!!! I found the main problem and solution !! For the solid green screen and the not charging
The flat cable that connect inside to the monitor get lose and break on few wire
So i solder it agian and now its work great
Also can buy the monitor only about 50$ from ebay. And replace the all monitor

Une autre piste :Arkadi Brjazovski Looks like I have been able to fix my XV-21!
The symptoms were the same - solid green light while on base, dark display, Pressing the orange button for 5-7 secs caused the green light to turn off and then turn on again with no other changes.
I also discovered that connecting a USB charger (I used my iPad's charger) and pressing the orange button for 5-7 secs caused the display to turn on and complain about batteries (I had them removed before my experiments). This proved that both display and motherboard were more or less fine.
The fix that I have discovered was to replace the capacitor C10 (shown on the picture below) with a bigger one. The original was 100uF 25V and I have replaced it with 220uF 35V (took whatever was lying around). Just keep in mind that the replacement should not be too big.
As of now my XV-21 has successfully gone through 2 cleaning/charging cycles without any problems.
